Even the Royal court attire isn't that many layers and the working-class women wear even less complicated attire, usually the structural support undergarments and paddings then the outer clothes and that's it. If you discards the unnecessary pieces, it won't take much longer than putting on a modern clothes. One thing to keep in mind is that in the old days, there were no self-powered tools and everyone had to do things by hand so people won't spend too much time getting dressed. Their daily clothes are much simpler. We often see them in full dressed-up especially Royalty because that's a special occasion.
It takes 8 minutes roughly to put on a Victorian dress by yourself. Of course that's faster and easier if you have help. But the main reason we believe that is Marie Antoinette was married into the most pretentious and most prone to pageantry in the western royal world (except general Victorian nobility) and she had to get dressed according to the ranking of her ladies in waiting, and if one showed up after being late then they'd have to restart dressing her all over again.

they make a skirt with a drawstring that acts like a net and picks up the bottom half of your dress so you can use the bathroom easily.
