You should be able to as it just using the digital pins of the Arduino!
If I use pcb as conducting plate and paint it than can I use it as moisture sensor in soil..? Will this same circuit u shown works..?
Hello, if you want sense moisture in soil, we'd recommend a moisture sensor!

@@vlooop2179 I'm not sure what you mean by "thing". The paper sensor doesn't generate voltage, but the Arduino has an output voltage of 5VDC.
