So it got promoted as being to help the farmers, but the farmers saw through it and protested against the time changes. Politicians listen to rich industrialists far more readily than they do a bunch of farmers, so you know what happened next. This was back in 1915-1918, not in the 40s. It was later further codified in 1966 to make it more uniform nationally. Prior to that it was regionally enacted, so you might bounce in and out of DST 3 times as you travel from town to town. And yes... There is actually documentation out there that supports this.
