@@sleepyearthIt's the language barrier, the guy had trouble understanding what the judge meant and the judge had trouble getting what he was trying to say. You can learn English but the phrasing used can be very different based on the native language you speak as you first tend to think in that language and then translate it to English.
Besides he has been used to the Indian traffic fines where they try to trap you anyway and make you pay, so he thought the officer was trying to say that one sign for the whole parking lot is enough and he should have seen it. There's a lot of context you are missing.
