That is what we call progressive music. Starts chill, then ramps up as it gets to the intense part of the story. The Guardians doing the light work, and then as the encounter gets harder and more complex, as you get to the final mechanisms of the lock, closer to the climax, the music becomes more intense. This is one of the encounters in all of gaming where you are not allowed to have the music off.
I like to think it gets more intense because the guardians realize they are actually opening the vault, considering how it took day 1 raiders like 12 hours to beat this

It's a shame that you cannot listen Phase 3 Theme complete in the Vault Encounter :/ , it would be better if they stacked up the phases. One Round, Two Rounds and at the end 3 Rounds. I know it would be too long but u could enjoy all of the Music
Bungie doesn’t make music like this anymore. The third part of this song is just awesome. I can’t think of any tracks from beyond light or final shape that can match Watchtower’s intensity and head banging ability.
I definitely see where you’re coming from, but I do think there are some tracks from SE worth reconsidering. The Witness theme was kinda disappointing but between either Verity or Herald, I think at least one of them can come decently close to the energy the Last Wish tracks had.
I cannot believe why they absolutely wasted the use of this phase of the song in the last week of season of the wish by not including the choir 9:20. Like why even bother at that point!?

4:20 is still my favorite track of this encounter.
