Mungo Jerry are a British rock band from the 70's. "In The Summertime" was their biggest hit. I remember this fun catchy tune & it brings back good memories. They had some other songs mostly popular in the UK such as "Baby Jump", "Lady Rose", "Alright, Alright, Alright", "You Don't Have To Be In The Army To Fight In The War" etc.
When a song like this hit in the summertime back then it was so much fun, we really didn't pay attention to the lyrics, but can see your point about that one lyric. It wasn't a studied song back then lol.

"If you're daddy's rich take her out for a meal," If you're parents are able to give you some money to take her on a date go, for it and have fun. "If you're daddy's poor just do what you feel," You don't have any money to take her out to on nice dinner but you can still have a great time heading into outdoors for an adventure, swimming, exploring that doesn't cost money. But in both cases make sure to get out and have fun.
I saw him play this live at The Surrey Free Arts Festival at The University of Surrey, England circa 1979. He sure knows how to work a crowd. I remember him pointing to the Union Jack on his guitar and saying “You see that? That’s the best flag in the world.” The crowd went crazy! Unique song. Great reaction ma’am.
Just before T rex took over the UK singles charts, Mungo Jerry were huge. Sadly, their brief era tends to be forgotten in all the memories of the glam rock (Bolan, Bowie, Roxy Music etc) that came afterwards.
I get his lyric "do what you feel" sounds naughty and honestly it probably was. This was the wild and free 1970s. Back then anything went. But i feel he meant it more as dont sweat it if you dont have money you can still take a walk or something.
The controversial line could be interpreted as him not liking how rich girls need free stuff to have a good time. The poor girl can have fun without costing him money and maybe he can't afford to pay for her meal. He could have also intended "do what you feel" to indicate they can both do what THEY both feel, not against her will. Also keep in mind he may have made it not mean what he wanted so he could fit the words into the song. Meal also rhymes with feel. You can't rhyme "meal"with "do what you both decide to do".
The singer, and writer of this song, is Ray Dorset. He lives just around the corner from where I work. I e met him a few times. He came across as a really nice guy. Paul King and Colin Earl, two of the other original members of the band, sacked Ray - even though he was one of the founding members. The record company didn’t agree and urged him to legally adopt the name Mungo Jerry so that he could continue using the name with another band, which he did. King and Earl went on to form The King Earl Boogie Band. They were good, but not as good as Mungo Jerry.
He should have said have a non-alcoholic drink and drive responsibly, that would have definitely made the song more popular and definitely not make the song worse😂😂😂😂😂😂😂😂😂😂😂😂😂😂😂😂😂😂

The drink driving is fairly controversial nowadays too - the song's like an echo of social attitudes 50 years ago.
