Buying wheels that arent hub centric can definitely cause a vibration. Obviously you can remedy it by buying rings. A uneducated tech balancing you wheels can cause a vibration. Someone can say the wheel shows balanced on a balancer but theres more than one way to balance a wheel/tire. Sometimes you need to move a tire on a wheel to get a smoother run out

Just remember kids... if you start moving wheels around on your car, check for directional tread on your tyres. If you are swapping wheels from side to side you may be running your tyres backwards
