Canonically, Rey's parents had sex but Rey's Father Dathan was one of a series of test tube babies who survived in any form and the only one who grew up "healthy". But he had no "potential" in the Force or otherwise so he grew up an unnamed illiterate servant on Exegol raised largely by a few slaves. Palpatine would have killed him but he thought he might have some use one day. He escaped of course and married Rey's mother.
