The MOST Powerful Island Kingdom in all of Crusader Kings 3? Easy as blueberry pie! Especially when you play as the most powerful Viking of adventurer of all time: Jarl Haesteinn
I, Koifish, will play as the Viking Norse, and conquer my way down to take over all of the Islands in the Mediterranean sea! From there, I will use the special decision to take control of the entire region! I also reform the Asatru Norse religion, as well as create the Hybrid culture between Catalan and the Norse! The Catalanorse! The hybrid culture is one of my favorite features from the last DLC Royal Court!

As a catalan citizen, I'm glad you noticed our ABSOLUTELY wonderful traditions, like; Painting a smile in a big log and hitting it with a stick until it poops candy, forming human towers in squares which has a really high chance of injurie just for the lolz of it and eating long vegetables with a spicy sauce in a SO DAMN NASTY way that even adults are requited a bib. I would question how one xan sail to the steppes, but the answer to that question is simply Haestein

this was actually the very first thing I did for the cultural overhaul. I stacked up all I could on sardinia and then would conquer duchies in the Mediterranean, give them to my family and then give them independence creating an insane sardino-norse hellscape
Haesteinn needs to become the Great Khan of Mongolia or something similar next time!

If you tKe the duchy of galicia in Spain then one county has a special building that also gives like 25% more naval speed

Easiest way is to offer vassalage to the byzantines, grabing everything else, then waiting for a civil war and declare independence.
