Mr. Casal is the best male Tango dancer I've ever seen. My father was a dancer and actor in Hollywood - I've never seen anything like these two. The best that Tango can be - erotic, precise and athletic. Bravo to them both.

The skill level is there. And from watching another video, men kicking and complimenting the woman's styling is common in competitive rutines. But, I felt that the man was styling to the point that he was overshadowing or competing with the lady. "The woman is the picture and man is the frame" I don't feel this rutine was a clear representation of this model even though they are both skilled dancers.
I agree with you, they use skill w/o exactly following that principle. Maybe a living dance style might have to be continually creative to evolve according to social norms of the time
They are mirroring and bending the roles. His styling is feminine in parts, and they also switch leads. Look closely and you see that she leads in those quick switch-ups. They're playing with the traditional model that you described, making it more cohesive, more interesting, and more real. Maybe that's why they're the champs?
