let's min max the hell out of Diablo 4 because that is how it's meant to be played.

I ran a few but they gear power is always like 160/200 below my current gear and I’m level 56, running tier 7 &8

I never got a signal for completed the main, where can I get one if I have no Sigil powder? I am level 54 and have done constant dungeons and no singils

You need to be on world tier 3 for them to drop. To unlock world tier 3 you need to complete the capstone dungeon (yellow dungeon in kyovashad). After that the sigils should drop

You can also get sigils from cashes which you receive upon completing tree of whispers objectives
