For mental arithmetics, just add 50pc and another 10pc. Eg with 40. You know that 50pc off 40 is 20. So, 50pc more of 40 is 60. Now to find that 10pc, just divide by 10. 40 divide by 10 is 4. Now add both - 64. What if it's 37. Well yes, the numbers that should come to your head is 18.5 and 3.7. Add these up and you'll have your answer. If giving an approximation you can even just round up or down. So it'll be 18.5 and 3.5 or 19 and 4. Practice this and it'll be under 3sec, all without pen and paper.
