The thing was it was really marketed wrong especially after Arnold's success with Twins. Never mind that, it was a good movie just not really for kids.
You should check out the actress who played the real love interest for Arnold played by Penelope Ann Miller. She starred in an excellent horror monster movie called The Relic (1997), also with Tom Sizemore from Saving Private Ryan, Linda Hunt, who played the Principal in this movie and James Whitmore who played Brooks in Shawshank Redemption.

It opened like the same week as Jurassic Park so it didn't do well at the box office and critics panned it. But, it in my opinion it's one of Arnold's best comedic performances. Family movies were still ballsy during this time. Saw this when I was probably not much older than most of the kids in it. Loved it then, and I love it now. It's a solid undercover detective story with a great comedy jammed in the middle of it. And it comes together really well.
Always thought Pamela Reed (Phoebe) was cute. Loved it when she came in swinging.

What makes older "family" films like this work so much better than modern day movies like "Tooth Fairy" or whatever is these films treated their thematic material sincerely--the comedic elements are allowed to be comedic, the dramatic stuff is allowed to be dramatic, the crime stuff is allowed to get kind of ugly...I mean, we get murder, divorce, child abuse, drug dens, sex jokes, in addition to the goofy "tough guy with kids" plot. None of it is undersold or really "dumbed down" to cater to kids, but they're used to elevate each other. We find the comedy humorous because it exists in a world that feels more real because it also contains the real, hard-hitting stuff. Arnold doesn't get enough credit for how smart he was in picking roles and projects and directors to work on/with. The sheer volume of movies he made that people will keep watching decades from now is nearly unmatched...this doesn't mean he's the greatest actor of all time or anything (I'd argue he's better than he gets credit for, however), but his career is really, really impressive nonetheless.

I think someone mentioned it but in 2020 they had a reunion with some of the kids from the movie via zoom and Arnold surprises them toward the end. It was very cool to watch. One story I remember in particular was the kid who asks Kimble if he's alright while he is crying was cast, according to the actor, because he could cry on cue like that. Also, loved how adorable Samantha looked asking how he liked the movie and with the head turn. Guessing she had been waiting to do that for a while by that point
