It even says on the Official Touhou Wiki that Sakuya can't stop time.

Gotta hand it to Youmu for being able to withstand 50% of all the steel in Gensokyo
I can totally imagine Sakuya do this canonically. Adjusting her knives to the millimeter, just like she does with forks and knives when preparing dinner.

She just not quiet open with them and have almost zero interaction except for buying food stock and etc. And still the same till now except the fact that The Scarlet Devil Mansion also start to more open with the villagers by hosting a festival or letting people to come in when a storm happens and thus making Sakuya have to interact with people more often because of it.
