Another reason Remote Desktop doesn't work is the network type. By default if you connect to a new network, Windows 11 sets it to Public, rather than Private. Go to "Network & internet" -> WiFi -> properties and change if necessary

His machine's a laptop, and you know how laptop manufacturers all have their machines perform the same tasks via different means. His OS is a damned mess, and he's not exactly computer literate, so I figure easiest for him would be to restore the machine to its original state. THEN I can teach him not to screw it up THIS time.

You still would have to go into those computers and physically enable remote desktop
This is not remote desktop. You have to be on the same network for this to work. Remote desktop allows you to remotely connect ANY desktop.

Forward the RDP port. Do know that this makes you vulnerable.
