It's a segment from Antonin Artaud's radio play, 'To Have Done With The Judgement Of God.' He was a surrealist playwright and very influential in theater even to this day, and reading his commentary on the world makes some pretty good points, in some areas also being quite ahead of his time. Sadly, he suffered from mental illness, most likely schizophrenia, and spent the last 10 years of his life in an asylum after travelling to Ireland in search of unlocking druidic magic and secrets. The recording this video was taken from was made only a year before his death, after spending over a decade in an asylum, which alongside his surrealist roots, explains its unhinged nature. Comments along the lines of 'faster!' are a reference to an alternative history grand strategy game, where the social criticism of Artaud and other avant-guarde artists become a full political movement, with Artaud leading an 'accelerationist' revolution in France in the 1930's.
