He knows exactly what is happening. Notice the officer making chit chat with stuff like 'We've got better things to do', and yet decided to hang around. It's a common tactic/practice. Keep someone engaged while others decide how to proceed.
The hardest thing for them is to be dismissed. I bought a car from an inspector from that very car park. We went up to his office with an envelope full of money, bought the car and he never even counted it. I guess if it had been short I wouldn’t have got off the m25.
