It is 10,000. The order doesn't change the number. Knowing the numbers but not the order gives you 24 possibilities.

Here's the issue with the safe. If you have the 4 correct digits as they did, that's 24 combinations. If it's 4 unknown digits 0-9 there's 10,000

If you assume they go around, which only makes sense it’s 4 options for the starting number, 8 if you count counter clockwise variants

it was only four combinations, as Link pulled the numbers in order. so it had start from one of the four numbers and continue in the order
