I think the best option in the cone vs cup debate is the waffle-bowl. It gives you the waffle-bowl to eat, just like the cone. It gives you the cleanliness of a cup as well and you don't need to pay much attention to it. Plus I find you usually get slightly more ice-cream in a cup, but that might just be a perception thing.
Best option is . Ask for a cone of ice cream and a cup and just smash it in there and eat with a spoon. Bam now you have cone pieces in every bite and no mess.

Cups are for sundaes and putting extras on. Cone is for just the actual scoops of ice cream. But a great ice cream place you don't need extras.
