I can remember several fishermen"s wives coming to the dock at Eureka Fisheries to cut the cheeks out of halibut and salmon carcass .. they used an old pocket knife with a broken blade sharpened into a cutting point. Really efficient.
Just throw the entire head, tail, n bones off the boat after getting the fillets ? I remember Pikes market in Seattle. One shop offered Halibut cheeks from a jar for about $26 /lb (~2011 prices). It's two very tender morsels off the fish head. The bones are excellent for fish stock.
