Do recognize, however, that the Emergency Video Notarization law expired on December 31, 2021. Consequently, on December 31, 2021 at 12:01 a.m., ALL notarial acts, traditional and electronic, reverted to the original law requiring in-person, physical presence by the principal or principals. It is not the responsibility of the notary to make this determination but rather the principal signer. The notary is a ministerial official who acts on lawful instructions, but never dictates a course of action. So, in short, it is up to the signer to know whether a wet signature is required.
How will the person whose receiving this documentation from the principal know that a document was notarized electronically? Do they recieve a copy of the notary certificate?
The statute requires that the notary observe the signer sign the document over the video conference tool. Therefore the document would need to be signed a second time while the notary observed the signing. This is true for both an acknowledgment and an oath or affirmation.

It's not clear how or where to obtain these items or how to use them. The solution providers is just part of the process. Are you able to put something together for us, so that we know what to do? Thank you for your question. Documents typically notarized as a part of a mortgage loan package may be notarized under the temporary Emergency Video Notarization law (EVN). The only statutory limitations for the EVN are the absentee voter ballot and documents requiring a verification or proof notarial act.
I would recommend expanding on the topics that are covered and for Ozie to speak slower throughout the video. I am disappointed they tried to cover all of this in just an hour. Honestly this video should be at least twice as long for people to be able to follow. I did find it helpful to slow the video playback to .5X
I feel like this is a waste of time. You have to pay to use these video conferencing technologies I'm not going to do something this especially since only legal for 3 months.
There are plenty of free platforms. You can use Zoom for free for up to 40 minutes. Anything over 40 minutes is a paid account but most notarizations don't last that long.
You can also use services such as facetime, facebook messenger, skype, whatsapp video....the list goes on. They don't specify that it has to be a paid video conference software.
I would also use my cell and get a screen shot of the identification and individual, print them out, and place them in my journal.

Are NC vehicle titles considered documents that will required an original wet signature since it gets filed with NCDMV?
