Stayed in an Ibis Budget room like that in Metz in 2023, no food available or breakfast though. One difference was the TV was on a shelf on the wall at the foot of the bed, this meant you had to walk sideways to get past it as there was very little room. Bed was comfortable enough and it was a handy single night stop at the start of my trip. I stayed in one of the Premier Classe chain of "hotels" in France at the end of my trip which had the same bed design with a double and a bunk above it. To call it a 1 star hotel would generous, more of a motel with the rooms off of an external balcony. Seemed to be intended for white van man looking for a bed and nothing else. The room was much smaller and rather decrepit and the lack of air conditioning and decent ventilation was problem after a very hot day. One good thing was the provision of a fridge and microwave.
