There are 2 ways you can travel in Dubai:
1. Using local Taxi and
2. Sky train.
Uber is far more costly in Dubai than local taxies, you can find local taxies instantly. I have used local taxies many times.
It's better to reach a place or nearer to your destination in Dubai using Dubai Sky train (Metro), then take a Taxi to reach exactly at the place. However, option for walk from Metro is always open.
How to reach Atlantis:
Step 1. Reach Sobha Realty Station using Sky Train from your nearest station.
Step 2: Get connecting tram and reach Al Sufoh (AED 3).
Step 3: Get monorail from Al Sufoh and reach Altantis. (Up and down ticket of Monorail is 20 AED)
