They can spawn everywhere in vanilla, if you add biomes o' plenty they will spawn there too. So to answer your question, there are no biomes o' plenty locked pokemon in the mod😎
Is there anyway to get feebas? Tried to spawn one in game but appeared as a dito larvitar. Tried asking in the cobblemon island discord and was told i am missing a resource texture pack but no one will tell me if this pack is available it ptivate to just that server.
Cobblemon Islands probably has a datapack that adds pokémon to the base mod that aren't in it already, I recommend asking the Cobblemon Islands staff directly!😎

Could never find a percentage above .43%, this is agonizing. I even went into a creative world and spawned in like 50 of them to see if they even dropped the lucky egg, which none did@@DimyYT

Dratini can only spawn from layer 38 in flooded caverns in any biomes in the "rare" checkspawns
Elekid can spawn only if the weather is "thunder" in the plains and meadow biomes
So what is Volcanic, Temperate, Magical, and Spooky? Are these like from another mod?
Spooky biomes: Dark Oak Forest
Magical: Dark Oak Forest
Temperate: Plains and Forest
Volcanic: works only with Terralith
