The people that are criticizing him were born and raised in one place so they had to follow the lyrical politics of that area (also having local support as an advantage) but for Pac he bounced around and he was able to put his experiences all into one thing not a lot of people can execute that perfectly as he did. Pac is one of the best song writers period. Sure he didn't use punchlines , he used poetic words. So to me he's the best lyrically. It just depends on the styles you prefer. I think pacs lyrics were more emotion and poetic driven. His mission was to be more than just a rapper. He used his God given gift of writing to spread his message through rap music. He wasn't a technical rapper. He used his craft to transform the culture. Sadly people only appreciated pac once he died. Then everyone started listening to his music.
Pac was only a kid when he wrote these masterpieces, like changes and the rest of his catalog. Pacs music is about the message, not crafty wordplay.

Y'all all saying he NOT a lyricist. He never said Pac wasn't a lyricist. Pac clearly IS a lyricist. He's incredible. But he said Jay was a better lyricist because that's what Jay focused on. Being a better lyricist than everybody. Pac focused on making ppl feel him and feel where he was coming from. He definitely IS in a class of his own. I honestly think they ALL are really. Jay is incredible whether ppl falsely believe or hate it or not. We all judge Jay to his degree of what he SO called did, but Pac did alot of wild shyt and all of them did. And so did we. And we HATE being judged but always judging others. Our narrative should be based on praying that our life paths change for the better, for ourselves and each other, and that our talents are STILL displayed as great. None the less.
