I think it's because people compare it to the normal mode of US Megaman 2 on NES. That quadrupled the amount of health drops. The GB games are a lot more stingy.
I remember getting to this point after much frustration. And only more frustration awaited. Especially with the spikes and those smiley jerks. And then I got to the end and had to fight 4 “brand new” robot masters. Honestly, I think this was one aspect where Rockman World 2 was better. I prefer each Robot Master having their own stage to having this weird midpoint. Even though RW2 does seem to mark the lowest point in the Gameboy series for a lot of people. (I personally like that game. But I also understand the need to remove the nostalgia goggles once in a while.)

I really can't seem to enjoy this one. I'm tempted to just skipping to 2 and then 5 honestly.
100% MM1 GB is just frustrating difficult. MM2 GB was way to easy in comparison.
