When I saw sitting duck, I was wondering what that was about and clicked to watch. I sort of figured something was amiss, thought I'd see an actual duck, sitting, but couldn't put my finger on it until your comment. I suppose it worked as click bait.
I think they chose it on purpose. After all, they use the term "lame duck" multiple times in this clip, and it's the name of the episode, so it'd be pretty weird if they'd missed it. Also, it's in the video description, so you know they know what it is.
Maybe the duck is sitting because it is lame. Or it could be lame because it has been sitting too long.
I see this more and more with clips from films and TV. Is it not deliberate, in an effort to make it more difficult for RUclips to pick up on and remove via a copyright strike?

I think it is Charlie. There is a three day waiting period for Aspirin. The GOP thinks that there should be reasonable restrictions and a background check so that the wrong people don't get it.
So many of those casual, throwaway, incredibly funny moments in the show.

The president being a dad and making dry quips is fun, but what I loved the most about TWW were moments like this: Toby comes to the other 3 gathered, and it takes him 2 seconds flat to see where the journey is going to, AND he is 2 steps ahead when he walks away. I miss people depicted as smart on TV. I miss a show trusting its audience to keep up.

Is this the one with a Senator/Congressman who lost reelection refusing to vote for a treaty that he actually supports, because he thinks that's respecting the will of the people?

Charlie brought in the Paul Revere carving knife and Bartlet ended up murdering Sam. It’s why his character disappeared from the show.

All those egos talking across each other sort of cringe worthy scripts if it wasn't fiction it might be entertaining but it is very cringe unworthy fiction

seemed pretty realistic to me.
If the characters spoke the way real people speak in every day life you would be bored to death.
Then don't watch.
