I have two monitors hooked up to my laptop (Total of 3) and one of my displays is still flickering the setting didn't help me :(

Check HDMI cable or change it.May be graphics card over heating or driver issue.

This worked on mine as well AS LONG as I keep my laptop open.
As soon as I closed it, the screen started flickering again on my other two.monitors

Check your resolution settings,display mode.switch between the options and see what happens

@@rickytlc1985 tv have 1366x768 res laptop have 1920x1080 res with AMD VEGA 8 AS INTEGRATED GRAPHICS AND RADEON RX560X AS DEDICATED GRAPHICS(EVERYTHING IS UP TO DATE IN TERMS OF DRIVERS) and i have switched between various modes followed your method carefully still doesnt happen although some flickering reduced but still flickering happens tv have 59hz rate and laptop have 60hz there is no option in my laptop to set it to 1366x768 59hz it only gives 720p 60,40hz and 1600p in 60,40hz i have another laptop with 1366x768p res it works like a absolute charm it has intel integrated graphics
