28:27 antique C clasp is generally soldered to the brooch. The one piece closure came about later and was riveted or glued to the piece. I can not tell you when styles changed, but the C shape could be used any time. Yours is possibly vintage, but more recent. Your hinge is new, and no rivet to hold the pin part down.
