Regarding cover plates. Masonry block is porous, so I don’t believe mold is the reason. The main reason is design, which either calls for fully grouted(all cells) or partially grouted(at rebar only) walls.
Well, skilled builders aside, code requirements in places like Florida is what determines their use. Not the builder. And thats coming from the mouth of a retired licensed builder in the state of Florida.

Why? If they wanted a solid concrete wall, setting up forms and doing a monolithic pour is faster and cheaper. There's no good reason to be using CMUs at all if that's what you want.
