Am sure the sauce would be nice , infused with all that ikan bills flavour. Just not too sure about the crispy texture of the ikan bills getting in the way of the soft silky smooth pasta. But am going to fry a small batch of ikan bills in ev olive oil and store them away for when I make nasi lemak and use the beautifully infused oil to make the aglio olio. So I have 2 great dishes. Nasi lemak with ikan bills cooked in evo oil.. which makes it even more healthy, and ikan bills flavored aglio olio... which makes it even more delicious!
You must be able to find anchovies with relatively low sodium. If I tried that with what I can find it would have so much salt that it would turn your blood solid.
Definitely not fusion. Anything with tomatoes, chili peppers, or potatoes is fusion Italian as all those ingredients only arrived a few hundred years ago from Mexico.

One can't go wrong with ikan bilis for that umami flavour for many dishes.
