That's the look Denzel gives to everything and everyone in every single film he does. Which is great, his movies are excellent. But he ain't the most versatile actor in the world.
I always felt sorry for COB in this film. He never picked a side, and as I understand it, he was true in doing things by the rules and regulations of US Navy, yet the captain still felt COB had betrayed him. However I do feel Viggo let down Denzel's character.
I think that he picked a side, he was just embarassed that he had to help arrest his own captain in order to do what he believed was the correct option. He's using the regulation almost as an excuse for what he had to do.

Denzel’s character relies on intuition and a very lucky set of circumstances to be right. Gene Hackman’s character would be right in 99/100 situations like this.
The US has dozens of nuclear submarines. If you don't fire you still have other ships that can fire. If you do fire you literally are the reasons billions of people die. There are absolutely no upsides to firing. Even if you do fire you're not even helping anytime. It's mutually assured destruction. The world as you know it is over anyway and your loved ones are either dead, dying, or suffering. But you're gonna fire a few more nukes to ensure even more people die?
I don’t think Ramsey was racist, per se, but I do think he tried (unsuccessfully) to use racism to get inside Hunter’s head. There’s the “Lippenzaner Stallions are all white” part, and in this scene where Ramsey tells the officers to lock Hunter & his team in the Officers Mess, with a stress on the word “mess”. That’s no accident. Before the navy integrated, the only place a black sailor could serve on a ship was as a cook.
