Debussy has been (for many years) and will always be my favorite composer and this is the first time I'm hearing of this piece. I always wished that Debussy wrote piano concertos and this is the closest thing we'll have to a piano concerto by Debussy.

Debussy was against to traditional forms, so he rejected to compose a piano concerto. But I am still satisfied with this fantasy, it has satisfied me much more than most of the piano concertos I've listened.
debussy actually originally intended it to be a piano concerto (and it essentially is), but he was afraid he would be instantly compared to the previous piano repertoire of fauré + saint-saëns at the paris conservatoire, so he called it a fantasie instead!

Debussy just didn’t like the idea of his concertos being compared to other concertos, i think (probably because he is in a new age of music). So he called it “fantaisie pour piano et orchestra” instead.
