Not even, there is one person who fits all of those boxes (Hadish) but her career is too hot to do a semi-popular cartoon on Netflix. Hence the line "sounds super simple" to find a replacement. The character being recast is a huge nerd and Hadish only does her one zany black chick character so she wouldn't even work as replacement even if she would do the show, which she wouldn't.
Whoopi Goldberg is close but her voice is too low and gruff to play a child. There is not a single person that can live up to State's standard and also play the caracter correctly, or no one that comes to minds immediately.

He’s so underrated. There are a lot of great comedians right now, but he consistently cracks me up unlike any other. Super smart and super funny with a pretty dark and unique sense of humor. Apart from George Carlin, Tim Dillon is one of the funniest people ever utter to a sound. I have pretty bad ocd that really makes me uncomfortable/anxious, but watching tim just be tim is like an hour with my therapist which is excruciatingly expensive, but laughing at this video is free, and I like that, a lot. I'll take a free laugh from tim any day vs a whole in my wallet just to smile.
