I love how Californians are so used to not having weather that this was considered a “bad storm”. It only rained 6 inches in 3 days in the worst areas.
Northern California gets a lot of rain every year. The downed trees happen every year as well. Most downed trees are a result of extremely high winds. I lived in the city of Vacaville CA and it was windy probably 300 day's of the year. There's a jet stream that pushes right through the area.
Mother Nature constantly proves that man does not know about the weather because climate constantly changes. Forecast are not accurate within days but we can anticipate decades based on data within the past 50 years and historical almanac.

Why don't they widen that little road, next to the stream?! Then you just leave it bare. That road would still be open if they just pushed back those rocks, a lot more. In New York, they have metal(?) netting, and bolted into the rocks. It also goes for miles, along multiple roads and highways. We certainly need our trees, and those block roads, but no mudslides.

In 1969 there was huge flooding in Fresno and the surrounding area, and many were down with the Hong Kong flu to boot.
The early 80s was very rainy in Southern California as I recall.
