The creator program is now available for non-US citizens (limited countries), albeit at half the remuneration of US citizens, unfair or what? Would it not follow that the affiliate program would also be made available to non-US citizens?

You're wrong, you must be in the US or Canada. You don't have to be a citizen.

Oh ya - this loophole has been closed. You can still link an account to a seller account but to be an affiliate marketer but now still has to meet the 5000 follower minimum. All accounts set up with this loophole have been banned as of a couple weeks ago.
THANK YOU FOR THIS! I was wondering because for the last WEEK I have been trying to get into the affiliate program without 5000 followers and it only shows me the Sellers dashboard. I see no affiliate wording anywhere on the whole page. A few days ago it did allow me to see the affiliate program on the side page, and when I clicked on it, it just gave me a white page, then said error.

@@jackharris3641 no man I’m in the US. The weird part is I can’t even see anything about affiliate marketing on the app. I can only promote my product and can’t add anything to my showcase. I just bought 5k followers so let’s see if it fixes it.

Same here. It's now TikTok Studio instead of Creator Tools, and that will lead you to "Tik Tok Shop for Creator" but no option to choose products to promote and clicking on "Manage Products" and then "add products" simply says no products are available yet

Same here. Set up seller account and successfully linked it to a new tiktok account I had already created.
