instead of the fuse you can use a piece of wire not a thick wire

@@kk0303. Yes it is!
The initial peak rush of current when the 2000W heater is first switched on is around 11.5A and after the initial stage it is under 10A when running.
The fuse that must be used for such heater must be 13A.
