A well kept pair of hand shears, I have a few different styles made by Fiskars and have found them to be decently made; if you keep em clean, lightly oiled, and out of the elements, you'll be fine.
Seems overkill to some, but using isopropyl alcohol to clean prior to use then immediately after use & wipe a light oil for storage has given me good results. Even though the alcohol might not be consistently needed, it serves your general cleaning purposes and helps prevent cross contamination of disease
