Remember that super saiyan 1 and 2 looks different for each Saiyan so it makes sense that 3 would also look different depending on the user. That design is also the original design that was never used so its neat that Toriyama brought it back for Vegeta.

Goku was also stronger than kid buu, he just couldn't maintain the form because he hadn't had time to adapt to it in a living body whereas Vegeta at this point has and also has the knowledge of the forms weaknesses and is able to maximise his power by acting fast and not wasting time.

If we take the last update to the Videogame into account, when Goku went SSJ3 against Vegeta on their final battle to go all out and Vegeta turned SSJ2 in its perfect form, Goku said: Now it beginns to get interessting. I mean, normally SSJ3 should beat SSJ2. But Vegeta saw the drawback. SSJ3 was only possible due to Goku being dead. Alive he could barely keep SSJ3 up. Vegeta invested all his training in SSJ2. Thats what i like to belive

SSJ3 shouldn't be much of a stamina drain on Vegeta especially since Vegeta is a kid and we all know kids never get tired. Vegeta knows SSJ3 isn't worth using in his adult body and that's why he never bothered using it in Super and stuck with his Mastered SSJ2 instead.

Post battle of gods it makes sense since they have the less draining god forms, but when a god is going to destroy your whole world it doesn't make sense to not use everything you have. Kid Goku was constantly getting tired and needed food to replenish his energy but others like Gohan, Goten, and Trunks didn't have that issue so that whole thing is pretty inconstant. Vegeta just got the job done fast and has had more time to adapt to SS3 in a living body compared to Goku in Z.

This wasn't something that Toriyama gave Vegeta out of the kindness of his heart. The fact that Toriyama chose to ignore this is purely because he wants Vegeta fans to shut up. Almost like giving a kid in the candy store a candy to make him shut up about wanting candy. I'm not sure how far you've seen DBS or the movies but if you've seen everything then you know Toriyama pulls the EXACT same stunt in a movie. It's simply a way to advance the plot and not really something he's written because he loves Vegeta. He's been on record saying he dislikes the character. As for Joelle's question as to why we've never seen this before from Vegeta a similar argument applies. Because Toriyama dislikes the character he's never put him in a position that would allow him to outshine Goku in any way possible. Just look at everything you've seen so far. For example against Cell he showcased Goku used the mastered version of SSJ. Even though Vegeta trained twice as hard he for some unexplained reason wasn't able to achieve this before the Cell Games. During the Buu Saga Goku already SSJ3 it was a struggle by training for years for Vegeta to even achieve SSJ2 and Goku has always looked better in fights when using it. During the recent Universe 6 VS Universe 7 tournament he gave Goku another way to one up Vegeta by combining SSB with Kaioken ensuring Goku did better against Hit. So whenever you watch DB just remember. Whatever Vegeta does Goku often times does better.

He knew the risks and used it in an uninterrupted, 1-on-1 fight against someone powerful than him. It's not good for endurance-based matches like against Buu. This is _perfect_ for the form and if he _can_ use it, it would be silly _not_ to. Not to mention that this isn't the first time we've seen Vegeta preserving power. In the android arc, it was heavily implied that Vegeta already knew the risks to using the more powerful form that Trunks was using. He might have attained it like Goku had while training, but he only used that bulk in reservation. The same thing applies here. Vegeta knew that the risks behind the form and used it carefully. Notice how he wasn't fatigued after powering down. Vegeta might not have used the form beyond this point chronologically, but by Super there were new, more stable levels of power that he could obtain. The only point in time he could've used it was against Beerus after he slapped Bulma. That one is debatable. Beyond that point, though, there was no reason for him to use SSJ3. Besides, even if you weren't hyped, that doesn't mean other people can't get hype about the shiny new form. Regardless of how the author feels about the character, Vegeta getting SSJ3 is pretty nice.

Yes quite easily. We all know Vegeta trains his base form first and foremost so that multiplier of SSJ3 puts him far above Kid Buu.
