The US Government could not imagine at the time that Title 47 Section 230 would be weaponized politically and maliciously to bury a Presidential candidate by hiding the real truth about the candidate. The intent of Section 230 is the Communications Decency Act. You can read about it on WIKI. This smearing and elimination of critical voter information resulted in the election being manipulated into the Biden/Harris win. It is called a media massage of the listener's brain so that they cannot have the information to choose properly. This has never been done in the United States of America. But it is frequently done in third-world countries. I noticed that in the final three to four weeks prior to the 2020 election day that neither Biden nor Harris was on the campaign trail. Attorney Jim Baker was a valuable asset to Twitter's previous management and acted as a backdoor link to the White House, DOJ, and FBI. Feeding info to Twitter management about what the US Federal Government (Obama Administration) wanted to be suppressed and how to do it. All this was against the law. It is called US Elections Tampering and is a Felony punishable by Federal imprisonment. As a degreed Lawyer and "so-called" sworn to uphold the US Constitution, he knew exactly what he was doing.
