    Cops might hesitate to behave like this if they knew they'd be held accountable if the settlements paid out from their actions came directly from the department's salary and pension budgets.

      That exact measure would actually result in departments becoming less efficient; a much better way of inculcating police accountability would be to introduce more consistent reporting measures on use-of-force incidents across state lines (to use a public health administration analogy, a sort of a "'Nutrition Facts' for Police Use-of-Force statistics), since in the States, it's currently EXTREMELY difficult to compare use-of-force incidents on an "Apples-to-Apples" basis due to how widely reporting requirements vary from state to state.

    He was awarded 195 thousand dollars taken from tax payers. This behavior will never stop until police who do things like this are personally held accountable. Qualified immunity should be automatically revoked in cases like this and officers charged with depravation of rights under color of law.

They let their guard down because they felt like everyone there was on their side. Like we were part of the wall of Blue silence. Most of the non-officers there were completely on board. They would back the blue regardless of facts. I was just starting to educate myself about the reality of racism, systemic racism, and the true history of slavery in the US. I was just wrapping my head around the fact that Americans owe everything we have to the forced labor of slaves. I had so much more to learn, but I knew enough to question my white privilege. I was naive enough to believe that most cops were Andy Griffith types who want to do well by the people, or they want justice. What I heard from them let me know that they didn't care about ideals or the community at large. They believed they were a n exclusive club above the law. I don't think it was a conscious idea, but it was clear in their anecdotes that they knew that they could do what they wanted, and no one would challenge them because they were the authority. As long as they had a plausible explanation for outsiders, they could dole out justice or not as they see fit. They knew the union would always back them. It made me sick.

    This is what happens when the standards for hiring and training of law enforcement are at an all time low. Makes you wonder why cops like this joined the force in the first place (in this case it appears some of them joined to be able to exert power over others just because they can. Sanctioned bullying for lack of a better term.) It's no wonder why there is a deep mistrust of the police. Weak men create hard times.

    So Leroy was arrested and mistreated so horribly for looking SURPRISED? I think anyone who sees a police officer on scene will indeed look at them and wonder why they’re there. The mere presence of an officer is always iffy to me even if I’ve never done anything wrong that would make them be suspicious of me. Sheesh and these guys want respect from us? “Back the blue” my ass. I know not every officer is a bad officer but seems like a lot of them think just because they’re part of the law they can get away with this. Justice for Leroy

    When Cops attack you instead of informing you that you're under arrest, that's just away the cops can charge you with Resisting Arrest when they had no other charge against you and they want to harm you and arrest you for no reason. That's a Police tactic that was told to me by my niece who is a Police Officer in New York City. She tells me all their dirty tactics that she doesn't like and wants to retire from NY PD

    im from chicago and had a cop try to intimidate my mom after THEY hit a child on a bike. my mom was a witness to it and the cop went up to her and said “you ain’t see nothing” my mom told them she’s a county employee just like then so they better watch it. he backed off after feeling goofy as hell for their negligence that injured a child

    My dad got pulled over last night. The cop literally said he didn't have a legal reason why. Then proceeded to scream and threaten my dad who is 65 years old that he will arrest him and tow his vehicle. When my dad stood his ground. The cop finally realized he was wrong then tried to talk nice and told my dad he won't even run his license. That isn't being nice, he knew dawn well he didn't have any cause at all.

I have tons of stories. Both my uncles are Maryland state troopers and they will tell you some crazy shit about PA cops

    All LEO's should also have a mandatory class on the Constitution and Bill of Rights, and updated laws, they all must pass with 100%. How can anyone enforce laws, if they do not know laws or rights? Many large cities have paid out 100's of millions in lawsuits, due to incompetent LEO's.

    The civilians had every right to be angry. That officer could’ve killed that guy man. Why’d he immediately put his hands on the guy is baffling. Anyone this happens to will resist in some way. You can’t just run up and grab someone. Even if you’re a police officer. Show some respect. All officers who did not intervene to de-escalate should be held accountable. 3/4 into the video and we still don’t know why he was accosted.
