There is another VPN setting that needs to be made. On my Google Pixel 4a (5G) locked to AT&T, the VPN turns off (is disabled) every time I reboot my phone. In the VPN Other Settings you can change the VPN to be "Always-on VPN". Cheers, Michael

You can only delete the VPN after you disable framework and your playstore works while framework is disabled but if you factory reset the phone you will have to do the whole process again
