you can add an empty, and add an array mod for the pin and in the offset objecy select the empty, now you can rotate the empty and get a radial array. leave the translate ammount to 0 or it'll have an offset radial (shape) array. Hope this helps
So I tried following along. Since I set the second array on the pin and selected object offset and targeted the other empty it does "duplicate" it but has this strange stretch effect that changed to shape entirely.
nvm, fixed it by applying rotation (object > apply > rotation) to set the current rotation as original so that there won't be any problems with the axis.

It seems like a vertex parent works as well, just to skip the part with the empty.

I ❤️ default cube, and you should be able to follow along with 2.79, however you will need to render in cycles as Eevee is on available in v2.8+
