Vivzie explicity stated in the Twitter that Satan only gets away with saying that line of ruling Hell before Lucifer is because Lucifer isn't there and no one in the room os powerful or brave enough to contractic Satan. Lucifer may be deep in depression, but I imagined that if Satan were to sing that line within Lucifer's earshot, the fallen angel would set his foot down and stopped the music right there to call Satan out on his bullshit.
