@@fnaticeclipse3822 all the 40 series GPUs got a price hike so that all the 30 series could continue selling at their msrps. Obviously I may be wrong and Nvidia might correctly price the mid range gpus, we'll have to wait and see.
Would avoid getting a 2000-series GPU, some of them have bad memory from micron that fails in a few years, so if you are unlucky you get a GPU that works for just a few months before needing expensive repairs.
the water shader had compilation problems, it is not that strange considering that the game is new, and amd continues to release driver updates for new games on these graphics, as of today there are already 3 new drivers with support for more games from the creation of this video, and you will probably be able to walk better now.
Ascendio mod helped me stop the stuttering as much on a RX 580 (Fog off, Unreal engine tweaks) running a similar build to yours with a AMD Ryzen 7 5800X & 32gb of ram, I'm running materials and textures on High with fog on low, and pop quality, with FSR 2.0 on quality, and I'm able to keep 60 fps for the majority of the time.
That water glitch is whats stopping me from playing this game. The RX 500 series is absolute garbage when it comes to random and obscure graphics issues due to the driver, which AMD usually takes forever or never fixes. They already released a new driver and didn't even mention this issue in known issues or fixed problems.
16:36 I've an i310100F with GTX 1660 OC (with the OC from GeForceExperience ON) and 16GB of RAM (2666 mhz capped by the motherboard cuz I've an i3) and with mix high-medium settings XeSS - Quality I got 90-100 FPS but on Hogsmade and some spots of Hogwarts drop to 24-27 FPS and stay like that until I leave the area. Tbh im thinking abt upgrate either my CPU or GPU but idk which one will be better first due I just can handle 1 upgrate rn and I was thinking atleast get a 2060/3060 first.
I'd recommend upgrading your cpu the i3-10100f will bottleneck a 1660 and could be the reason why your experiencing frame drops I would upgrade to a i5 12400f
This game is BEGGING for Dynamic FSR (and/or DLSS)...and really now that I think about it so do many others yet I can't remember a single game that has such functionality. The first vendor that nails dynamic reconstruction is going to hit the jackpot for generations, I'm telling you!

At 2:02, Ryzen 5 3600 does no cause any issues. ALL stuttering issues I've encountered are from high VRAM usage.

That bug always happened to my rx580 on other game glitch on character, terain, tree,etc sometime got freeze idk why that can be happen.

I run this GPU on hogwarts legacy on high i had zero issues on my Core i5 7500 and 32gb ram. Black water is a known bug in HL on Rx580s

Part of this is due to the extreme anti-tamper checks running constantly.
I noticed the stutters were happening anytime the 5800X3D was dropping from 4450 MHZ to 3600 MHZ.
