I'm a police officer in Florida and I can tell you for fact, Broward Sheriff's Office totally screwed the pooch on this one. When a person is detained for a warrant, the details of the identity of the person and the warrant itself shall be confirmed at the time of detention before officially placed under arrest. If the confirmation cannot be completed in a reasonable time (usually something along the lines of 15-20 minutes) the person detained is to be released.

As a retired PD dispatcher, I could see someone attaching the wrong pic with the warrant but when you are running people on the crime computer , there is a percentage next to the chance it could be the right person. After that , there should be fingerprint checks, drivers license checks and a few other checks just to make sure . If she sues , and she should, she will most likely win her case .
