Is this valve just open and closed, or can it be set to a specific value some where in between?

Very slow and a gate valve would be a better choice as ball valves are non-linear in their operation.

No, this TFV4-306 valve is certainly not designed for use with dangerous liquids. It is a cheap device purchased on Alibaba to illustrate the use of the Yocto-4-20mA-Tx, but for LPG I would only use a professional valve designed for use with LPG.
