But black Sam runs a business that he's gotta keep on the DL so if he wants to turn a profit he's has to maintain a low profile clientele that he can be sure won't rat him out that's why he was being fair and reasonable towards Cleo because with her track record he knew she'd be going down with him if she blabbed. Therefore he could trust her not to.
