You misunderstand, instead of preventing children from going to school due to the smog, the factories need to be closed in order to reduce the air pollution.
I didn't misunderstand. I mean, yes the factories must be closed but it will take time for the smog effect to finish completely. Therefore necessary precautions for children and elderly people must be taken so that they won't get affected by the smog.

You misunderstand, instead of preventing children from going to school due to the smog, the factories need to be closed in order to reduce the air pollution.
I didn't misunderstand. I mean, yes the factories must be closed but it will take time for the smog effect to finish completely. Therefore necessary precautions for children and elderly people must be taken so that they won't get affected by the smog.
