Denying what?
Certain places will need to face the fact that they are now not habitable. There is no insurer who will take the risks, anymore. Responders are placed at unnecessary risk and resources to rebuild are not infinite.

I don't know why houses continue to be built this way in Florida. In the islands, the majority of houses are steel frames with cement bricks as the foundation, cement finish or a stone finish. Some houses are pure stone.

On a plus note, there were also several elevated homes that appeared to be in pretty good shape. No one should rebuild with a 1 story home - it’ll just get wiped out by another storm and is uninsurable.
Storm surge was forecast to be as high as 20 feet. With wave action the water may have been higher. How high up do you build before it just gets too high?

just one example of why you dont build on the shoreline of an ocean, especially when the ground is all flat for miles around. it was a swamp before it was developed.
